Hello,
" I want alignment but not padding. "
Nonsense.
You can not align without fixing missing bars too.
So alignment MEANS padding missing bars too.
You can detect missing bars easily:
IsBarPaddedBecauseItWasMissing = IsEmpty( Close ) OR ( Volume == Ref( Volume, -1 ) AND Avg == Ref( Avg, -1 ) );

Not quite. I want alignment but not padding. I need to be able to detect missing bars.

Open Analysis window. Open the Settings tool, choose the General tab. In the upper section, fill in the ticker symbol for "Pad and align all data to reference symbol"
Does this do what you hoped?

I want to run a multi-threaded "All symbols" scan where one symbol, say $DJI (as populated by Norgate Premium Data), is used to define a master bar calendar for all other symbols. That is, as the scan executes for each symbol, the price/volume arrays are always aligned according to the bars that exist for $DJI, with nulls for missing bars.
I am aware that I could accomplish this with a "Current symbol" scan applied to $DJI, with the price/volume arrays populated using SetForeign and no "fix-up", but then there would be no multi-threading.
