Cam, I have not reviewed the entire article but your last line you are not using PERCENTRANK which it sounds like was the author's intent.
And it seems like "everything old is new again" . In 2009 in a series of Quant Blogs a similar concept was written about by David Varadi. Your blogger seems to have an idea similar to the "stretch" component of the DVI.
