I must re-check this (maybe IQFeed changed something), but last time I checked,
the bars coming from IQFeed have :00 second endings, so 16:00 bar would have
timestamp 16:00:00.
What BASE TIME interval do you have in File->Database Settings?
It is recommended to use 1-minute base time interval.
You must use 1-minute interval to be able to use custom minute intervals.
Any other minute bar interval does not compress to custom intervals like 2, 3, 4, 6,7, 13 minues.

I forgot to mention that if I use 16:00 as my closing for regular session. It uses the next bar since my time stamps stop at 15:59:59, it uses the the following bar to get it to 16:00 so it uses the bar stamped 16:00:59's close which is just shy of a minute into after hours and the other option is to set my time for regular session to 15:59 which will get me a last bar stamped 15:59:59 which is just a second shy of official close at 16:00.
