I have used Norgate data for a couple of years now and am very pleased with it. It is much easier than trying to maintain a database yourself. The beta version is the only way to go, updates are automatic in the background.
Testing with historical constituents of indexes is very easy, but you do need to purchase the delisted database, which is a one time charge.
They are very responsive to issues, but it may take a day to get a response, depending on where in the world you live.
