I figured out why SymbolCount doesn't match the number of symbols processed by the scan: Because only symbols with bars are processed and I have some symbols with no bars.
But my question still stands: How do I detect the last symbol of a scan?
One clumsy method is to run a separate scan first that counts scannable symbols and saves that number to a static variable to be accessed by subsequent scan, but that solution doesn't seem completely safe. (E.g., what if Premium Data Updater adds or removes symbols between the two scans?)
