Can someone tell me why applystop(stoptypeprofit...  always sells at the bars high rather than the specified profit target price?

I have played around with various combinations of the following:

1- SetOption("ActivateStopsImmediately", True );  // or False
2- SetStopPrecedence( stopTypeProfit, stopTypeNBar, stopTypeLoss, stopTypeTrailing );
3- ApplyStop(stopTypeprofit,stopModePoint, 1 ,ExitAtStop = 0 , volatility=false);//    or 1 and TRUE

I can't get it applying properly.  Thanks.
